Saunders administration, in 1879 it was $ 1 00 on both fire and life insur ance companies, and it so continued until the act of the Legislature pre ceeding the adoption of the code in 1883, when it was raised to $120 and it was so written in the Code. But in 1883, this license tax was reduced both for fire and life insurance compa nies to $50 and so continued to 1891 when it was again increased to $100. In 1895 the tax I xm Fira insurance Companies was left at $100 but was in- creasedtb t a'oo oa Lffe-iasurance com- j collectible under the Cooke adminis tration wtre collected by Secretary Thompson after he came into office. Some of these were from old compa nies which had been doing business in the State for some time and who had made their reports regularly and their solvency approved but the tax had not been paid nor new licenses issued to the companies. The other companies were doing business without licenses and without the knowledge of the Sec retary of State who had no means ol detecting them in so doing. When these companies filed reports at the be ginning of 1897, their reports showed that they had been doing business in North Carolina in 1896 and Secretary Thompson as was always the rule of the oflice collected the lull amount of taxes which they should have paid in ,896 before authorizing tbem to do business fjr 1897. It appears from the report of Capt. Coke that the collection from the first of April, 1891 to April 1895, amounted to 166,994-60 an average of 141,498 -65. Now the fact that the amounts collected per year by Secretary Coke were less than the amounts collected by Secretary Cooke and Secretary .Thomp son ought not to be considered as any evidencc'ol anfaithfula ess on c 1 t a : . y ra a r, '. a '.
